Ecological transition: where do we stand and how to accelerate?

The ecological transition, in the world as in France, is struggling to accelerate. Yet scientific reports on climate and biodiversity remind us every year of the urgency of the situation. What measures have been put in place in France and in Europe? What progress has been made? How can we rethink the framework for the fight against climate change?

We will first establish a diagnosis of the current polycrisis (Rockström's 9 planetary limits framework) based on the IPCC and IPBES reports. Then we will evaluate the state of French and European public policies in terms of decarbonization.

Indeed, among the 5 main GHG emission sectors (transport, buildings, food, consumption, production), not all have decarbonized at the same pace, and not all face the same obstacles.

Finally, we will discuss, on the basis of examples from foreign countries, new forms of public policies, presenting different levels of radicality and technicality (distribution of quotas, permanent citizen conventions, or regulation of advertising).
